A lot of the problem is trying to do everything on the cheap.
This is a long term issue.
The bottom end of the M40 started off as 2 lanes wide. This was crazy. It's a why J4at Wycombe and J9 are both such a mess. They can't easily widen them.
The all lane running fiasco has nothing to do with protesters. The DoT had a model that was safe with plenty of laybys, but built the system with only a few laybys because it was cheaper. Then theyare having to go back and add them.
HS2 is a mess as well. They fixed the budgeting becuse they were scared of the real cost. Then with cost overruns caused by outside factors the orice is eyewatering.
It's still not clear if it will even go to Euston. Even though that is already a stupid compromise. It should obviously go to St Pancras to link directly to HS1. The abilty to do that needed to be built in when HS1 was built. They had two attempts with it. Going ti Waterloo first, then St Pancras and still didn't build what was obviously needed.
