WBSC Development Programmes 2025-2028 - Renewed vision for growth and inclusivity
The World Baseball Softball Confederation (WBSC) has published its Development Programmes Guidelines 2025–2028, a comprehensive roadmap designed to assist WBSC Members in strengthening Baseball/Softball's foundations and expanding its reach worldwide.
The Development Programmes Guidelines 2025–2028 serve as an essential reference for Continental Associations and National Federations, offering step-by-step guidance on leveraging WBSC’s global network, resources, and expertise to drive sustainable baseball/softball growth at all levels. In his opening message, WBSC President Riccardo Fraccari highlighted the significance of this latest edition:
“This new edition of the Development Programmes Guidelines 2025–2028 serves as a guide for our members, athletes and officials who wish to benefit from the ever-growing WBSC network established over the past years," President Fraccari said. "It represents both a continuation of our shared vision and a renewed commitment to supporting every corner of the global Baseball/Softball community.”
Conceived by the WBSC Development Commission, the programmes are built around two main areas of focus:
- Athletes and Sport Development
- Management and Promotion
President Fraccari noted that the manual “explains how to make the best use of the WBSC network, its knowledge and its resources,” adding that it aims to “serve as both an inspiration and a practical tool for planning continental and national development strategies, while guiding Continental Associations and National Federations to design sustainable projects that meet local, regional and global aspirations.”
Athletes and Sport Development
This section provides technical and financial assistance to help WBSC Members enhance the skills and performance of athletes, coaches, and game officials (umpires and scorers). It details available grants and technical courses and outlines the application process to facilitate access to WBSC’s development resources.
Management and Promotion
Divided into two subsections, this part focuses on strengthening organisational capacity and expanding the sport’s visibility:
- Management and Administration: Offers opportunities to apply for grants aimed at improving organisational structures, financing baseball and softball academies, providing training for sports administrators, and supporting playing facilities.
- Sport Promotion: Highlights available support for school and community projects, as well as access to technical equipment and starter kits to encourage participation and grassroots growth.

President Fraccari reaffirmed the WBSC’s continued support for its members:
