A_n_EITV already has a subscription based model on ITVX whereby you pay a subscription not to have the adverts. Given half a chance (and the beeb going subscription would be that chance) i think they'd roll that out across the board but i would say that it would be prohibitively expensive for most people.
So people could either watch ITV or free with adverts or watch it on subscription with no adverts - that seems a fair trade.
lets not forget that with sky you are paying for their infrastructure plus their programs, same with virgin and that's why prices are so high.
It's disingenuous to say that infrastructure of television is driving up costs. The programmes cost a hell of a lot more than the infrastructure, and that's what drives cost. Sky are paying just shy of £1billion a season for the next four seasons to the Premier League alone from this season, as an example.
Television and the internet/broadband being quite heavily intertwined makes infrastructure more cost effective I imagine as well. I can't claim to he a technical expert, but your insinuation that a Licence Fee is vital to maintain television and radio infrastructure in this country seems farfetched to say the least.
