Sorry to hear this , but im a car trader so will give info as i know it . You can sell a car with out v5 and tax it too.
If you apply for v5 in a different name by a v62 dvla will send him a letter asking him if he is knowing some one has applied for v5 not in his name . They give you 2 weeks if they dont hear off u then new v5 is issued
The only issue i see if he reports it stolen .
