Advice on neighbours dog barking

Our neighbours bought a dog around a year ago (during the pandemic) and every time they leave it barks incessantly until they're back. We live in a terraced house so can hear everything and we can't escape it the noise in a different room because the walls are paper thin. I've messaged the neighbour with a polite complaint and offered solutions but they've even started letting her bark even when they're in. Am I in the wrong for reporting it as a noise nuisance?
