What kind of tubes for a 27" X 1 1/4" Tire?

I recently had a flat on my vintage Peugeot. The tire states that it is a 27' x 1 1/4' tire. I'm kind of confused as to which tube I should get. From what I've been reading, the tube needs to be a 700 x 28C but I couldn't find it in the local bike store. Should I go for a 700 x 23-28C or a 700 x 35-43C?
