Replaced brake pads still slow stopping? Wtf?

I've replaced the brake pads with new ones and I've cleaned the rotor with rubbing alcohol and i adjusted the brakes pretty good. But I don't want to adjust them too much or else my front tires will rub. Perhaps it's time for a new rotor?
