Did shooting bodies miss the reduced programme offer?

When the Indian Olympic Association (IOA) is advocating a boycott of the 2022 Birmingham Commonwealth Games, it has emerged that the world shooting bodies possibly missed out on an opportunity of getting their sport back to the CWG 2022 programme. Or at least as it appears so.
