Sail setup when surfing upwind

I was sailing yesterday in 4-6 knts with breeze coming from the opposite direction of a moderate, 3 ft ocean swell allowing for surfing upwind. Boat speed was pretty variable depending on whether the boat was on the front or back of the wave, causing the apparent breeze to change fairly dramatically.
