Luke Brooks would probably cost the most on that list but he's really never fulfilled the promise he had as a kid. Doueihi looks like a good rugby player but hasn't really done much as a halfback. Cogger has gone to be a reserve at the Panthers so I'm not sure why we'd be interested. Flanagan has a lot of question marks, with some rating him highly and others seeing him as hugely overrated. I also saw an interview with his dad who said he'd need to take a big pay cut to go to SL, and just didn't sound interested.

So of that list Croft would be tops for me. He wasn't the only player to fall apart at the Broncos when he was there. He got a lot of stick and his confidence evaporated, but he was clearly very highly rated as a youngster and seemingly part of the Storm's long-term plans until the Broncos waved a big cheque at him.
