That's always happened though - it's going to be very hard for the referee to see a gouge in real time. If all he sees is the Fax player going nuts and hitting out then unfortunately, as is sometimes the case, the person who reacts gets penalised.
On-field stuff like that is nothing new. What seems to have really gone wrong this year are the unpredictable sanctions from the MRP, what they choose to pull out, what they choose to ignore and what bans are then applied.
