Failure to adhere to the governing bodies articles is a breach of membership, so yes, you can refuse to pay a sanction, but in doing so you also forfeit your membership, and are no longer affiliated to the Rugby Football League. That means bye bye.

It's also a condition of membership that a member cannot take legal action against the RFL. In practice a member CAN take legal action, but forfeit membership by doing so, with no right to re-instatement. That means bye bye also.
