It's an easy one.
If you dont want to pay the charge, dont go or, travel by another means that doesn't incur the extra charge.
As for the tiny difference that it may or not make to climate change and/or air quality, unfortunately, it's the little things that will make the difference.
You seem to be advocating the cop out of, letting someone else sort it out, rather than any level of personal responsibility.
If every person on the planet makes a few small changes, it will make a difference.
