It leaves Toronto dead in the water doesn't it, it leaves Les Catalans fielding an all French team that can't compete. But maybe your going to allow the two clubs a dispensation of 20 "imports" for the next 50 years whilst they develop their own junior game. You have consistently allowed for them not having to play to the requirements because you can't admit they are going nowhere and will hit the buffers soon.
If they don't then where are you going with this? 6 English clubs made to only play English players and TWP, Ottawa, NY, Catalans and Toulouse allowed to do whatever they want player wise? Make some sense please?
I was posing the reduction on imports as something that MAY help the English game (in the longer term).
Unfortunately for you, in terms of SL, Catalan (and Toronto) are treated as "English" clubs, therefore allowing them to sign as many "English" players as they want
If there was a rule change meaning that Toronto had to field only Canadian players, the venture would never have happened and maybe Catalan may also not have happened.
AS for me, I wont be allowing anything - I believe that the rules are currently agreed by all of the competing clubs, even though this doesn't seem to suit some ??
You'll have to tell me whether both clubs ARE abiding by the current AGREED criteria
