Mind you, since the covid19 outbreak, I dont see how they will ever be able to develop their own.
We were fed some BS about converting players deemed surplus to American Football but, setting up junior RL in a country where the sport has never previously been played, is definitely a "hard sell".
Our sport wasn't started by setting up a junior league it was converted from union teams who wasn't paid enough in employment and couldn't afford the time off when injured and turned professional, so in theory there should be be athletes of all sports at least willing to give the game a go but I bet nobby didn't take that into consideration and expected them who turned up to hit the ground running.
It's not expansion it's replacement for rich teams at least a junior set up would at least prove your not here to raid talent
