As a start, assuming that it could be agreed, it would be better to split the venues between England and France, which would lift the profile of the game in France but, not massively affect logistics etc.
With RL still being a fringe sport, we need to entice non RL fans to the games and right now, France's issues go far, far deeper than not having a second French SL side.
FWIW, I'd still rather see Toulouse in SL than Toronto though.
Hosting it in France, but all of England's group games in London would be a bold move but good for expansion.
