I think it's generally accepted that it's around 10%
Which suggests there's also a quality issue - i.e. less superior left footed players are progressing in to the professional game as most teams needs exceed the general percentage. so the average left footed player will be playing a standard above an equivalent right footed player.
It makes good ones even more scarce and the cost goes up and availability even tougher.
Lot going on under that 10%, from memory - more men than women are left handed and it is a higher & in the West than a lot of the world. The number of left handed people is also increasing (or the stigma against being left handed is falling).
So, it could be around 15% in UK/ european football without it necessarily being a quality issue.
