I thought the whole idea of the exchange was to stop season tickets being passed around and to drive more revenue with the STH being refunded their pro rata ticket price but the buyer buys at full price thus the club gets a full house still and makes a bit on top too
I don't think that the ticket exchange was seen as a way to stop people passing tickets around.
10% or so of ST holders can't/don't make it to a home game for whatever reason on a given week (I'm half remembering something Jeremy Dale said about this). They want to get as close as possible to having every seat actually filled. Selling tickets is great but they want to then make more money from people using the tickets, through pies and pints.
As an aside, I don't think they offer physical ST cards any more, so I imagine they'll be looking to phase them out. Offering the new ticket forwarding will meet the need of newer ST holders that don't have ST cards but will want to let a mate use their ticket, as many ST holders do.
