The Obstruction Rule

Isn't it about time this rule was used properly?

Two examples of it not being given.

Defender shepherding the ball out for a goal kick whilst wrestling with an attacker.

From a centre kick. Team takes the centre kick and plays it back to the centre half whilst an attacker is trying to close the ball down the opposition players are trying to rugby tackle him to stop him closing the ball down.

I'm sick of it.
