Edinburgh's festivals admit action needed on crowd congestion as they distance themselves from 'growth for growth's sake'

The head of the body charged with promoting Edinburgh’s festivals to the rest of the world has admitted there is a growing need to tackle the huge volume of crowds flocking into the city centre for major events - as she signalled a major shift away from constantly trying to grow their audiences.
