Ontario Cycling Announces Its 2026–2030 Strategic Plan

Ontario Cycling is proud to officially launch its 2026–2030 Strategic Plan, a forward-looking roadmap that sets the direction for the organization over the next four years and reflects the voices of clubs, members, volunteers, partners, committees, and staff from across the province.

This new strategic plan builds on an intensive period of transformation between 2022 and 2025, during which Ontario Cycling modernized nearly every aspect of the organization – from governance and policy frameworks to digital systems, club resources, event sanctioning to Safe Sport processes and risk management tools. With these foundational systems now firmly in place, the 2026–2030 plan represents a deliberate shift: moving from internal rebuilding toward a stronger focus on connection, community, and the member experience.

“This plan represents the next evolution of Ontario Cycling,” says Janice Detta Colli, Chair of the Board of Directors. “The last four years required tremendous effort to modernize the organization, strengthen our governance foundations, and rebuild critical systems. Because of that work, we are now positioned to focus outward, on our members, on our clubs, and on the cycling community across Ontario. This plan is about connection, collaboration, and growth.”

Developed through broad consultation and informed by the realities of a diverse, province-wide cycling community, the 2026–2030 Strategic Plan is designed to support cyclists at every level – from grassroots & recreational participation and youth development to high-performance pathways, volunteers, event organizers, and community leaders. It emphasizes sustainability, inclusivity, and long-term impact, while ensuring Ontario Cycling remains adaptive, accountable, and member-focused.

“With a small but dedicated team serving a large and complex sport, we achieved a volume of work over the last strategic cycle that truly transformed Ontario Cycling,” says Pam Julian, President & CEO. “This new strategic plan builds on that momentum. It is intentional, community-focused, and aligned with the needs of our members. Over the next four years, we will continue strengthening the foundations we’ve built, with a renewed emphasis on people, relationships, and the shared joy of cycling.”

From Foundation to Connection
From 2022 to 2025, Ontario Cycling undertook significant work to modernize the organization, strengthening governance, updating policy frameworks, professionalizing operations, and introducing new tools to better support clubs, events, volunteers, and members.

With this foundation firmly in place, the next four years will focus on strengthening community ties, supporting local activation, enhancing participation, and building sustainable systems that support long-term growth across Ontario.

Our Strategic Pillars (2026–2030)
Pillar 1: Advancing Development
Foundations of Cycling Success
Ontario Cycling will continue strengthening the systems that support safe, high-quality cycling experiences across all disciplines, including para-cycling.

Key focus areas include:
  • Clear rider pathways from youth to performance
  • High-quality, sustainable events and racing experiences
  • Expanded youth development and recreational club-based programming
  • Strengthened technical leadership for coaches, officials, and organizers
  • Data-driven insights to support athlete and club development
 
Pillar 2: Fostering Growth
Building a Stronger Cycling Community
With internal systems strengthened, Ontario Cycling is now placing greater emphasis on community building and engagement across the province.

Key focus areas include:
  • Enhanced club support tools, including the new Club Operations Manual & Club Director Basecamp
  • Volunteer and coach recruitment, retention, and recognition
  • Community and regional activation across Ontario
  • Youth engagement through grassroots and school-based initiatives
  • Engagement of recreational clubs and riders to better serve their needs
  • Inclusive culture building that reflects Ontario’s diverse and vibrant communities
 
Pillar 3: Building Capacity
Modernizing the Cycling Experience
Ontario Cycling will continue to modernize how members, clubs, and partners interact with the organization.

Key focus areas include:
  • Strengthened municipal, provincial, and national partnerships
  • Improved digital tools and member experience
  • Sustainable organizational planning and diversified revenue
  • Alignment with tourism and economic impact opportunities
  • A streamlined, modern member journey
 
From Strategy to Action
To ensure this plan delivers real, measurable impact, Ontario Cycling has developed a four-year implementation plan aligned to each strategic pillar.

This framework outlines:
  • Annual priorities and timelines
  • Clear success indicators and KPIs
  • Transparent reporting and continuous refinement

  • 800 youth athletes engaged province-wide, supported by clear and consistent pathways
  • 15% growth in sanctioned events with 80% organizer satisfaction, enabled by improved event resources
  • 40% of Canadian World Championship team representation from Ontario athletes, across able-body and para-cycling pathways
  • Province-wide learning frameworks embedded across all levels of clubs, coaches, officials, parents, and volunteers
 
Fostering Growth
  • 10,000 members with 80%+ retention, supported by stronger value, communication, and digital tools
  • 30% growth in volunteers and a 25% increase in women in leadership roles
  • Youth program network doubled, creating stronger transitions from recreation to club participation
  • Increased regional activation and stronger community partnerships across Ontario
 
Building Capacity
  • Sustainable, balanced budgets supported by five months of operating reserves
  • 20% growth in sponsorship revenue and at least two multi-year partners
  • Recognized leadership in digital innovation and modernization, improving member and event experiences
  • Succession planning and governance best practices embedded across the organization
