70's Raleigh Super Course

Hi All, I've just purchased a 70's Super Course but have just found out that one of the previous owners etched their name and social security number onto the frames rear drop out. I suppose that reduces the value of the bike?

I also don't see a serial number under the BB shell, just the number 11....
