Trek Antelope front derailleur

Hi folks, newbie here. I’m making a neighbor’s Trek Antelope rideable, but I’m having trouble with the front derailleur. It will only shift up from the smallest gear to the largest chainring and then back again, skipping the middle gear. Is this an adjustment problem or something with the ratchet...
