rear derailleur issue? dura ace 9100

I was just cleaning the bike and had the chain in front small ring and rear small cog...i know i never ride like this i just found it odd that the chain was very loose, if you were to go to freewheel the chain would sag on the chain stay ...this would start around the smallest 3 rear cogs...chain...
