Dents in the top tube

Looking at a bike with dents in the stoker's top tube. With the added weight, higher speeds and twisting forces on the frame is there any risk to it?

I believe the frame is chrome-moly. In the pics, the dents look like the size nickel, maybe an 1/8" deep. The frame is one of the older style...
