Realized why my feet are getting wet

Even with a fender with a mud flap, my feet and shins are getting wet and I realized why today. It's because of the spray in front of the front wheel that I run into while riding (worst with crosswind). Beside riding slower in the rain (yuck), not sure how to prevent that...
