New Schwalbe tire has little torn flap - what would you do?

OK this never happened to me before -- my new Schwalbe tire has little torn flap - what would you do? Obviously I fixed the flat but this loose flap (which can be lifted up) -- could I just glued back down - or -- is the tire toast? :foo: (please see photos below.) These might be nicer but frailer...
