New Proposal to Send $1,000 Direct Payments to Millions of Americans

As the price of gas and everyday items soar across the country, some proposed legislation could bring some relief to the families that have been hit hard.

A new House proposal would send some Americans direct payments of more than $1,000 to help cover the costs of the tariffs that were imposed on many consumer products over the past several months, contributing to higher prices.

'Direct Restitution'

The American Consumer Tariff Rebate Act of 2026, which was introduced by Representative Henry Cuellar of Texas and referred to the House Ways and Means Committee, states that it is designed "to provide direct refunds to taxpayers for increased consumer costs attributable to tariffs imposed without congressional authorization."

This comes after the Supreme Court ruled back in February that the sweeping import tariffs imposed by the presidential administration were unconstitutional, ruling that only Congress possesses the power to tax and levy tariffs

The bill states that the tariffs have had an impact of more than $231 billion on American consumers, and it seeks to return some of that money directly to the people.

"The Congressional Budget Office and the Joint Economic Committee have estimated that total consumer costs attributable to such tariffs are approximately $231,350,000,000," the bill states.

"Congress has a responsibility to provide direct restitution to taxpayers for these unlawful cost increases, and to prioritize working families by excluding very high-income taxpayers and using the resulting savings to increase refunds for taxpayers raising children," the bill continues.

Who Would Be Eligible?

The bill is aimed at providing relief to working families who have been hurt the most by the high prices. As a result, households with adjusted gross income above $400,000 would not qualify, with those savings redirected toward additional support for families, including a $125 payment for each eligible child.

“Tariffs function as hidden taxes on families and create uncertainty for businesses,” said Congressman Cuellar in a news release. “When companies pay more to import goods and materials, those added costs are passed on to consumers, driving up prices on groceries, fuel and energy, vehicles and auto parts, building materials, and other everyday household items.”

Rather than requiring a new application process, the direct payment would be structured around existing tax filings, with payments tied to recent tax returns.

“My bill is secure, efficient, and focused on those most affected by rising prices,” Dr. Cuellar continued. “I look forward to working in a bipartisan way to advance this provision and deliver meaningful relief to families across South Texas and the country.”

Cuellar, who represents Texas' 28th Congressional district in the U.S. House of Representatives, estimates that those in South Texas would receive payments of about $1,020 for single filers, $1,530 for heads of household, and approximately $2,040 for married couples filing jointly.

What Comes Next?

While this is undeniably an exciting proposal that would impact millions of Americans across the country, there are quite a few steps that must happen before it becomes a reality.

Before any payments could be sent, the bill would need to advance through the House committee process, win approval in the full House, and pass the Senate.

If both chambers agree on the legislation, it would then be sent to the president, who would either sign it into law or veto it.
