Can Powell be a full time starter for the Raptors?
Powell can guard 90% of the starting small forwards in the league aside from LeBron, KD, and Melo. He's also done a good job of guarding Giannis in the past but I don't think that will continue to be the case going forward so we can add him to the list too, so Powell can effectively guard 87% of the starting small forwards in the league which is still really good. We have Tucker who can guard the guys that Powell can't. Powell is a better defender than Carroll, he's like Avery Bradley but longer. He's a great pickpocket which benefits the Raptors as they are a great transition team and Powell is awesome in transition.
Powell has the most upside of the prospects on the team and this may be the best way to unlock his potential and maximize his value. He wasn't comfortable playing the Tross Role where he is supposed to be the instant offence guy, he's great when he's just allowed to impact the game over time.
Also Powell's production will be needed to help replace Valanciunas' if JV gets traded like I suspect he will be, along with Carroll and Joseph.
So should Powell start or nah?
