2001 dodge 1500 5.2 no dash lights when key is turned on, crank but no start

I have a 2001 dodge 1500 5.2. My dad was driving it and he said it just shut off in him; and for some reason he pulled out the wires that go
To the pintails on the ecm; so I replaced the pintails, plugged them into the pcm and turned the key to the ON position. No dash lights come on. The fuel pump stays running continuously now, and it will crank but no start. Could a faulty pcm cause this to happen? Thanks for any help
