The Sun previously mentioned that the Belgian midfielder left in a deal worth £10m.
However, Bild claim that Hamburg signed him for a ‘small sum’ of just £260,000 plus bonuses.
Fabio Vieira also joined the Bundesliga outfit on loan with an option to buy next summer.
Hamburg won’t have to pay a loan fee if he features regularly this season.
Arsenal should have planned their player sales more effectively

The club have added quality and depth to compete for the league title this campaign.
Despite this, the failure to secure funds from player sales has continued to hamper the Gunners.
Arsenal could have been proactive and sought offers for their outcasts earlier in the summer.
The waiting game proved unfruitful, with Vieira and Reiss Nelson departing on loan deals with optional buyout clauses. A permanent transfer entirely depends on how they fare during the season.
Kiwior will provide valuable funds next summer after joining Porto on loan with a buy obligation (£22.5m), but a club of Arsenal’s calibre must be better when it comes to outgoing business too.
This is an area that needs immense improvement. Lokonga being allowed to leave for just £260k is a big blow, having purchased him from Anderlecht for £15m during the summer of 2021.
Hopefully, the add-ons are significant enough. Arsenal will be saving annual wages worth £2.6m from his exit, but we believe a rival club would have easily sold the 25-year-old for £6m or even more.
