Football chiefs to vote on drastic new measures to clamp down on time-wasting by goalkeepers and during substitutions

MIKE KEEGAN: Football's lawmakers will vote later this month on whether to bring in countdowns to prevent time wasting and on the introduction of a 10-second substitute rule.
