Are there any towns in LATAM with a big pickup racing culture for ILCA?

I imagine places like Puerto Vallarta have this type of atmosphere, but I was wondering if there were others. I am really looking for a place with sailors out racing daily, with the ability to just rig up and enter pickup races.
