Is this rudder head repair legal?

Hi,
first time posting here; I apologize for my poor english.
A few days ago the rivets of the rudder head lower pin have broken and i repared with one through and two conical head bolts and self-locking nuts.
I want like to know if this repair is legal for sanctioned events.
