What is this called? Is this the right type of pin?

On my laser the mainsheet block does not turn freely due to only one side of the spring being held down:


As you can see the spring is rubbing the block on one side preventing it from turning (unless forcibly turned). I would rather not replace the block as this seems like an extremely simple fix. What is this called?
