How can I fix this mushy spot/do I need to + more

I recently just received a 1989 laser as I have been trying to find one for a few years (I'm 14). The previous owner had been storing it hull up for a few years and luckily the hull is in good condition other then a mushy spot in the bottom of the cockpit. I have heard that this is common with PSB lasers. When pushing on the damaged section it emits a bit of noise like crackling (hard to describe) however the underside of the section feels fine from underneath (in the hull). Is this a big...
