Mounting outboard bracket

Need recommendations to mount an outboard bracket on a 14.2 Mod 3 for a 3.5 hp 40# outboard.
-Better to use a fixed bracket as on Catalina Direct or a bracket that will rotate up and down?
-Is there a need to reinforce the inside of the transom?
-What are you using for backing plates?
-Fastener sizes?
-Considerations in considering bracket placement?
I appreciate any information before I start drilling holes.
