Sailing Dinghy Storage

Hello, we just bought our first sailboat, a precision 15, and I had some questions about storage.

1: Should it be stored with the drain plug for the hull in or out? I can see out for moisture but I can also see mice/insect deciding to make themselves home in there so I'm guessing it should stay in.

2. If it can be stored with the plug in, is it okay to store the sails ( dry of course) in the forepeak locker (it seals) or will they mold from condensation? I don't have a problem storing them...
