Christmas in August

My patience was recently rewarded when I found this lil beauty! Not much work needed except replacing the black stripe and restoring the deck color & sheen. Already have the products at hand, just not sure how to safely remove the splash guard without causing damage. Having never worked with rivets before, I'm a bit worried about getting that done, so I'm calling in the cavalry, you guys. Thanks.
