Rudder very Stiff and Difficult to raise and drop

I just bought a 1982 Sunfish that seems to be in good condition but I believe it did a lot of sailing in salt water and the metal parts have a lot of discoloration and pitting. My main concern is that is seems like the rudder hardware has gotten really stiff and the rudder doesn't raise and lower easily by jerking the tiller as I've seen described. I can manually move the rudder up and down but it's stiff and the tiller won't move it up and down. Should I just squirt some 3-in-1 oil in...
