The severity of the injury has no bearing on the decision on a charge/no charge.
It's a shoulder charge, with force, blind side, causing flexation of the neck, it most definitely warrants a charge.
Having said that and reading the disciplinary notes for last weekend, Will Dagger head buts and makes full frontal contact with an opponent and only gets 2 matches, seeing the incident, its far worse than Sinfields 6 matcher from a few years ago.
