Not so much knowledge of the rules, but an appreciation that we are here to the watch the players and that a level of common sense and subjectivity when applying the rules can help the spectacle.
Here, it's just shout shout, whistle, shout, whistle.
Some of it is probably down to coaches and players bending the rules to gain every possible advantage, some of it is weak refereeing, some down to players having to make up for lack of ability by gamesmanship.
What I do know is stopping the gane every two tackles to remind us you are here doesn't make you look like you are in control, it makes you look like you have a form of tourettes or ADHD and ruins the game.
It's much easier to referee a game when the players are trying to do the right thing. The NRL and particularly Origin looks like a different sport entirely to Super League. The play the balls are so much cleaner. You don't get the moving off the mark or hands in anywhere like as much. But as with everything in SL, the lowest common denominator drags everyone down. Teams are coached to cheat and exploit every possible opportunity to disrupt the opposition.
