As I recall (and my memory may fail me) it was a combination or a triumvirate if that is a better term.
The sale of the land that Hilton Park & the surrounding training grounds stood on + private investment (developers) + Wigan Borough Council, all 3 came together at the right time.

Leigh Centurions , Leigh East ARLFC & Leigh Harriers gained impressive new facilities though only as preferred tenants, the developers got to build on the new land where previously Marshall Street College had stood & built new housing + sold on parts to Morrisons supermarket & the hotel chain. Wigan council gained multiple paying tenants, leases ground rents.

It is rumoured that Leigh Centurions have a small percentage stake in the stadium & can take a small percentage of bar sales, I don't know how much or how true this is. I believe Wigan Council take all concert, Manchester United Reserves & Manchester United ladies + any RL internationals profits for themselves.

There had once been an approach by a very wealthy local man to buy Leigh Centurions & the LSV Stadium *maybe also Leigh East facilities also* lock stock & barrel but WMBC refused to sell !
