I would just add if only B knew, and is also A's marker, B should be DQ'd. If B only is aware, the Committee may DQ B if it considers this was serious misconduct (rule 1.2a and 20.1(c(1)). If neither were aware, the Committee just adds the one stroke penalty to A's score (rule 3.3b(3)) unless it learns A was uncertain about a penalty and failed to check with the Committee - in which case A is DQed anyway (rule 3.3b(3)).
