As a member of my Circle Committee, I officially asked the same question to R&A. Their answer was unequivocal, both players incur the general penalty.

In answer to your question, a player is not permitted to give advice to anyone in the competition who is playing on the course or ask anyone for advice during a round, which is a verbal comment or action that may influence how he or she plays the next stroke (Definition – Advice).  If a player asks for or gives information that may influence another player in choosing a club, making a stroke or deciding how to play during a hole or a round, he or she gets the general penalty (Rule 10.2a).  In the situation you have raised, both players get the general penalty.  The first player gets the penalty for asking for advice and the second player gets the penalty for giving advice.
