Due to 'great' features of Tapatalk as a platform I only now got acquainted of this thread. (btw, I am not able to sign in with my Tapatalk credential but managed to do that with my Google ones, I truly wonder why...).
I fully agree with Thom, there is a big inconsistency in the Rules regarding starting a match and starting a round of golf, and there should not be. The example Thom presented in post #19 makes the point, there should not be any difference in applying of a penalty depending on who starts the match as it is now. Not a situation happening too often but yes, Thom has made a very valid point.
