A ball at rest on the putting may be moved or lifted whilst another ball in motion.....
Q1. If the ball belongs to the player who is lifting then this ball must first be marked or not?
Q2. If the ball to be lifted is not the player's ball then no need to mark?
I know it's seems a fairly simple question but 11.3 Ex is not clear to me on Q1. Not sure there is enough time for me to fumble in my pocket for a ball marker and then bend down , mark and lift ....oooops too late ball just hit my hand. But I cannot see where this action under this Exception is exempt from having to mark before lifting. Your thoughts please
