Good question. My answer is yes and no.
The Yes: the principle that sits behind the current R3-4 (be considerate of another player's rights) is embodied within new R1.2a.
The No: however, the current penalty under R3-4, DQ, embodied within D3-4/1 (the only decision under this rule) is being downgraded to the general penalty and R3-4 itself is being removed. The factual circumstances of D3-4/1 are dealt with in new R15.3 - see the last paragraph commencing on the bottom of page 91 - and attract the general penalty from 2019. This is consistent with item F6 in the support document "Summary Chart: All Proposed Changes......." which states "The penalty for agreeing to leave a ball in position to help another player on the putting green is changed to a two-stroke penalty for both players rather than disqualification for both players."
