A whole mess right from the start. First, Stableford is a form of stroke play so there are no loss of hole penalties to be applied. And because it's stroke play, there aren't "opponents" only partners and fellow-competitors.
There is no penalty to anyone if a fellow-competitor moves another fellow-competitor's ball (see Rule 19-4 and 19-1). Player C only moved the balls of two fellow-competitors.
Difficult situations like this arise when committees try to "fudge" the forms of play and don't realize that the Rules don't cover their "fudged" form of play.
