We had that example some years ago at the National Referee Conference. It was brought forward by one of the referees on the ET. I asked why it was not a serious breach. The reply was roughly that a 2 stroke penalty is harsh itself on the tour.Thom wrote:Interesting example, was it contentious at the time?
