Interesting example, was it contentious at the time?  In any event, it only emphasizes that these issues are relative and involve subjective judgement.  If you go from a wrong place a couple of inches from the hole instead of a 1m+ putt - the correct place - then that is a serious breach in my opinion and must be replayed correctly.  If your wrong place is a 30m+ chip up a hill to the pin rather than playing from another 5m down the hill I doubt you would consider that wrong place to be a serious breach.  

I'll stick with my call.
We had that example some years ago at the National Referee Conference. It was brought forward by one of the referees on the ET. I asked why it was not a serious breach. The reply was roughly that a 2 stroke penalty is harsh itself on the tour.
